It’s tough to be ‘racists’ about a mound of dirt. I think the word you were looking for was rampant.
Also, ‘rednecks’ are generally of the white persuasion and yes, it is somewhat of an in-joke at least to those of us who skip right on by Springer and Montel on the TV.

dude, in this country even rednecks make redneck jokes. They’re famous for it, actually. I don’t think it counts as racism when it’s white people making jokes about other white people.
